Error when downloading an app while on family sharing

One of the members of my Family Sharing cannot download a free app because it gives him an error saying that there is a billing problem with a family member's previous purchase. It then says, the Family Organizer (me) has to update their billing info. All of my info is up-to-date, including billing.
